In the US there has been a shift in confidence in people since September 11th. Now people are suspicious of just about everyone, especially if you don’t look American. There is now a homeland security training for a completely new division of the law enforcement professionals. The training includes studying procedures to be followed under FEMA (Federal Emergency Management Agency). There are national levels of Homeland Security and each state has it’s own division for Homeland Security. Even the USDA (United States Department of Agriculture) has training for Homeland Security. I assume that would be a bio-security situation if someone threatens our food supply.
